Records & Licensing provides a number of services to the public, including Freedom of Information Requests, parking ticket payment, solicitor permits, licensing, and alarm permit applications.  Additionally, we can receive certain Village fee payments.

Records & Licensing Hours of Operation

Records & Licensing is open for business Monday through Friday from 8:00 a.m. until 6:00 p.m.  Records & Licensing is closed on Saturdays, Sundays, and Village holidays.

Right of Access and Review

The Access and Review Fingerprint Card is used by the Plainfield Police Department when an individual is requesting a review of their criminal history regardless of conviction status.
The response from the Bureau of Identification will be accompanied by a Record Challenge Form which a person used to record items in a record to be challenged.  The contents of the form will contain sufficient information to identify the individual and the transaction referred to, and adequate space will be provided for the individual to record the facts of the challenge to file an administrative appeal complaint.
If a person feels that this process would be beneficial to them, they need to come to the police department and have fingerprints taken to be sent to the Bureau of Identification.

Fingerprinting

We are available to fingerprint citizens for employment, adoption, licensing, or background investigations Monday – Friday, 8:00 a.m. – 5:00 p.m.  Fingerprinting is done on a walk-in basis, however, we are only able to provide the service if our booking room is unoccupied at the time.  Therefore, appointments cannot be made, due to the unpredictability of our arrest status.  If you are a resident of the Village of Plainfield (a Plainfield mailing address does not necessarily ensure Village residency) or if the fingerprinting is being requested from a business or school in the Village of Plainfield, there is no charge for the service.  For citizens who reside outside of the Village of Plainfield, there is a $20 fee for fingerprinting services.

Solicitors

Solicitor Permits are issued to individuals/groups that will be doing door-to-door sales or leaving literature at residences.  The fee is $35.00 for 30 days and only one month will be granted at a time.  It takes approximately 3-5 working days to complete the application.  All individuals that will be soliciting must be listed on the application along with their full name, date of birth and drivers license if applicable.  For groups there are no limits as to how many individuals fall under one permit.  A background check is performed on all individuals listed to ensure the safety of our citizens.
Solicitor permits shall not be granted to any individuals selling from a truck, nor shall there be any solicitation on public roadways or temporary stands in front of businesses.

Licensing Section

The Licensing Section is responsible for the administration and issuance of Commercial and Residential Alarm Licenses, Business Licenses, Special Movement Permits, and Taxicab Licenses issued by the Village of Plainfield.  Applications for these Licenses/Permits should be submitted, with all necessary supporting documentation and applicable fees to the Village's Licensing Coordinator, Susan Choi, at the Plainfield Law Enforcement Center.  Applications for the Village's Commerical and Residential Alarm License, Business License, Special Movement Permit, and Taxicab License can be downloaded, filled out, and brought into the Law Enforcement Center.

Alarm Information

Does Plainfield require Alarm Permits for all businesses and residents who have alarms systems installed in their home or business?
Yes.  Plainfield requires that all holders of burglar alarm systems have a current alarm permit. Permit applications may be obtained from the Plainfield Police Records Office during normal business hours or click here for a Commercial Alarm Application or click here for a Residential Alarm Application   Completed applications and fees may be mailed to the Police Department. Alarm Licenses are not transferable from one owner to another or from one location to another. Business License Information

Does Plainfield require businesses to be registered and licensed?
Yes.  Click here for the Business License Application.   The Village of Plainfield adopted a Business License Ordinance requiring all corporate, retail, and home businesses operating in the Village of Plainfield to register and be licensed. To view Ordinance #2083, click on the link to Municipal Code Online to view the Ordinance. The fee for registration is $25.00. Please make your check payable to the Village of Plainfield. You must notify the Police Department when there is a relocation or change in ownership of business. Business Licenses are not transferable from one owner to another or from one location to another. Your account will be closed only after a completed Business License Cancellation Notice has been fully completed and returned to the Plainfield Police Licensing/Permits Coordinator.

Special Movement Permit Guidelines & Application

Plainfield’s Village Ordinance, as stated in Chapter 5, Section 5-7, allows overweight vehicles (by permit) to use Load Limit Streets.  Any vehicle over 73,280 pounds gross weight (5 axles)/18,000 per axle is required to obtain a Special Movement Permit to traverse any of Plainfield’s “Load Limit Streets.”  Please review the following guidelines before submitting your application.
Permit numbers are designated by year, then followed by the letters “SM” for Special Movement, and numbered consecutively from 01 beginning January 1st; sample: 07SM001.

Applications will not be processed with incomplete information and will be returned back to the permitee. All information must be provided as listed.  The word “LEGAL” for height or length is not sufficient data for approval.
The permit may not be transferred, extended or altered.  Extensions to permits will no longer be permitted.
Permits will be processed within two business days and must meet the requirements of approval before being authorized. Be advised that your permit will not be available at the time of request.
If you find that the permit does not cover the intended move, is incorrect or in error, contact the Plainfield Police Department, Licensing/Permits Coordinator, prior to starting the move.
Permits are valid for a maximum of five (5) days from the date of issue.  Weekday movements are authorized only between the hours of 7:00 a.m. and 7:00 p.m. (daylight hours).  Saturday movements are authorized only between sunrise and noon.  Movements on Sunday are prohibited.
The driver of the vehicle utilized for the move must have the Special Movement Permit issued by this Department in his/her possession during the progress of the movement and must be available for inspection by Police and Village officials. The permit covers only the person or firm designated as grantee and is not transferable.
The permit is not valid on any highway or bridge posted for a load limit less than the gross weight of the move, on any highway closed to traffic, and on any highway not maintained by the Village of Plainfield. The right to use highways other than those specified is neither implied nor granted. The permitee must obtain permission from proper local authorities to use local streets or highways. If moving on State routes please include the State Permit # on your application and send a copy of the State Permit along with the application.
